Firstly, sorry for using English.
I'm having exactly the same problem - I suspect that T-Com have either had a depeering or someone did something silly with their prefix filters because it looks like all OVH-owned subnets are now unreachable (the IP you pasted is also one belonging to OVH) - I did try to use the Telekom BGP looking glass but it seems that's also broken (reports network not in table for any subnet).
Additionally, internet speed has slowed to a mere 10Mbit so I wonder if they've started deliberately throttling everyone because of reduced external bandwidth. Too bad they can't be bothered to post or communicate that something's wrong. 1/10 customer service.
